HCMC handles 838 stalled projects

HCMC – Ho Chi Minh City has tackled all 838 stalled projects under review, marking a major step toward unlocking significant land resources for the southern economic center.

As of the end of April 2026, the city had removed legal and administrative obstacles or provided official guidance for handling all of the delayed projects, according to municipal authorities.

The projects have total registered capital of more than VND206 trillion and cover around 17,000 hectares. The progress follows the implementation of Prime Ministerial Dispatch No. 112/CD-TTg on resolving prolonged stalled projects after administrative restructuring. Of the total, 60 projects fall under central Government authority, while 778 are under the city’s jurisdiction.

Among the 838 projects, 417 have had all obstacles resolved, while another 393 have largely completed the necessary legal procedures. For the remaining 28 projects, works and land areas, the city has issued specific directions and is accelerating the resolution process.

To maintain growth momentum, the municipal government has identified land valuation appraisal delays as the biggest bottleneck. The Department of Agriculture and Environment has been tasked with speeding up land valuation procedures for both existing and newly arising projects and will be held accountable for backlogs.

Alongside efforts to clear legal obstacles, the city identified faster public investment disbursement and acceleration of key infrastructure projects as major priorities in the coming months, aiming to achieve double-digit economic growth in 2026.

Once land prices are approved, authorities will urge investors to fulfill financial obligations and organize transparent public auctions for land-use rights. Project information will also be continuously updated on the Ministry of Finance’s monitoring system to strengthen oversight and prevent losses and waste of State assets.
