HCMC issues plan to bring laborers back to work

HCMC – The HCMC government has approved a plan to bring laborers from other localities back to the city to work. Accordingly, laborers must have got at least one Covid-19 vaccine shot for a minimum of 14 days or should have recovered from the disease and have a valid negative Covid-19 test certificate.

The municipal government assigned the Department of Transport to coordinate with the relevant agencies to deploy the plan, the local media reported.

The department must also report to the Ministry of Transport plans to bring laborers by trains and air.

The municipal government asked Thu Duc City and other districts, the management boards and companies under the municipal governments to consider employers’ demands for laborers and their plans to use their vehicles to transport laborers back to the city.

There are three solutions on the transport of laborers by road. Under the first solution, employers will send their plans to the governments of Thu Duc City and districts or the authorities of industrial parks, export processing zones and hi-tech parks so that these plans can be submitted to the municipal Department of Transport. The department will issue identification certificates with QR codes for vehicles.

Vehicles will transport laborers to the Mien Dong and Mien Tay coach stations. Laborers will later be taken to their residences by taxis authorized by the HCMC Department of Transport or vehicles registered by enterprises.

Under the second solution, the authorities of industrial parks, hi-tech parks and export processing zones will sum up the demands of enterprises and coordinate with the FUTA Group to develop a transport plan.

In the third solution, coaches will carry laborers from coach stations in localities to HCMC with a frequency of four trips per day on each route.

The HCMC Department of Transport will work with the Departments of Transport of other provinces and cities on transport firms allowed to operate on each route.

From October 1 to 31, laborers will be transported back to HCMC in line with the first and second solutions. The third solution is expected to be executed from November 1.

The transport of laborers by trains and air will be in line with the plans of the Ministry of Transport.
