HCMC – The HCMC Department of Construction has advised the city government to approve the urgent relocation of residents from six apartment blocks, namely 1, 2, 8, 9, 10 and 11, at the Thanh Da apartment complex after inspections found the buildings severely deteriorated and subject to demolition.
The Thanh Da complex is one of the city’s largest aging apartment clusters. Since 2017, the redevelopment project has been assigned to Thanh Da Housing Development JSC, but implementation has been delayed for years due to legal obstacles.
However, after the 2024 Land Law and 2023 Housing Law took effect, legal bottlenecks have gradually been removed, leading to the approval of compensation and resettlement plan in June 2025. The relocation of the six apartment blocks is expected to clear the site for the construction of two on-site resettlement towers comprising around 1,750 apartments within three years.
Under the proposed plan, the Binh Quoi Ward People’s Committee will issue relocation decisions and coordinate with relevant agencies to carry out the process. The six apartment blocks currently contain 1,303 units, including privately owned apartments and State-owned housing.
In addition to the approved compensation package, the developer has announced supplementary support policies for residents. The deadline to qualify for the additional support is May 15, just one day from now. The Department of Construction has also asked the developer to work closely with local authorities to ensure the rights of affected households, especially residents living in State-owned properties.
With the clearance of Blocks 4 and 6 already completed in previous years, authorities expect the relocation of the remaining six blocks to accelerate the redevelopment project and help transform the Thanh Da Peninsula with safer and more modern housing within the next three years.
The Thanh Da apartment complex consists of 22 blocks, including eight numbered blocks and 14 lettered blocks, built before 1975. Many structures have seriously deteriorated over time.
In 2016, local authorities urgently evacuated residents from Blocks 4 and 6 due to safety concerns. Hundreds of households are still living in the remaining buildings. The redevelopment project covering the eight numbered apartment blocks at Thanh Da spans more than 73,200 square meters and was officially assigned to Thanh Da Housing Development JSC by the HCMC government in 2017.
