HCMC – The HCMC government will begin collecting a wastewater drainage and treatment fee from next year, based on a proposal made by the municipal Department of Construction.
The city has announced the fee for the 2022-2025 period; it will be 15% of the clean water prices and will increase 5% per year so that by 2030, the wastewater drainage and treatment service fee will be 30% of the clean water prices, the local media reported.
Residents who pay the wastewater drainage and treatment fee will not be subject to the environmental protection fee.
The average clean water price, which will be kept unchanged until 2022, is nearly VND9,600 per cubic meter. Therefore, the wastewater drainage and treatment fee will be over VND1,400 per cubic meter in the beginning.
By 2025, the figures will increase to some VND11,400 and VND3,400, respectively, per cubic meter, excluding the value added tax.
Saigon Water Supply Corporation (Sawaco) will measure the clean water volume consumed by households and other entities to collect the wastewater drainage and treatment fee.
Sawaco will be allowed to retain 1% of the fee revenue to pay for the collection costs and taxes. The remainder will be used for maintaining and developing wastewater drainage systems.
Those that do not use the clean water from Sawaco’s water supply system will continue paying the environmental protection fee. The HCMC Department of Natural Resources and Environment will coordinate with the relevant agencies to develop a plan to collect the fee from this group.
