HCMC – The HCMC People’s Committee has approved the Construction Department’s proposal to implement Component 3 of the project to upgrade and expand National Highway 1 from Kinh Duong Vuong Street to the Tay Ninh Province border under a public-private partnership (PPP) contract.
The project will stretch over 9.6 kilometers, widening the existing 20-25-meter-wide road to 60 meters to accommodate 10 to 12 lanes.
The central section of the highway, comprising six to eight lanes designed for high-speed vehicles (up to 80 km/h), will be toll-based, while the two side roads (up to 60 km/h) will cater to motorbikes and mixed vehicles free of charge.
Several new overpasses and underpasses will be constructed at key intersections. The Kinh Duong Vuong overpass, located at the junction of National Highway 1, Kinh Duong Vuong, and Tran Dai Nghia streets, will feature four lanes and cover about 6.24 hectares. The Binh Dien Bridge, crossing Cho Dem River, will span from Binh Thuan intersection to Kinh Duong Vuong intersection, with a total length of nearly 700 meters and an area of about 8.03 hectares.
The Binh Thuan interchange, connecting National Highway 1 with Nguyen Van Linh Street, will undergo a complete redesign. It will feature two expanded overpasses, two four-lane underpasses linking Nguyen Van Linh with the expressway access road, and two pedestrian bridges—one along the expressway and another along Nguyen Van Linh Street.
The total investment is estimated at VND16.3 trillion. The project is scheduled for completion and operation in late 2028.
Local authorities are expected to approve compensation, support, and resettlement plans by the second and third quarters of 2026 to allow construction to begin in the fourth quarter of 2026.
To ensure timely progress, the city chairman has assigned the Construction Department to coordinate with relevant departments and districts to accelerate all preparatory tasks. The department has also been tasked with organizing architectural design competitions for the Binh Thuan, Kinh Duong Vuong, and Binh Dien intersections and completing the feasibility study report before December 15, 2025.
