HCMC – The People’s Committee of HCMC has approved a plan to maintain temporary parks on vacant land that was upgraded during the 2026 Lunar New Year, aiming to improve urban aesthetics and provide public spaces for residents.
The directive, based on a proposal from the municipal Department of Construction, requires land management units to maintain landscaping and environmental conditions while awaiting the rollout of official projects. Authorities are also encouraged to mobilize private resources to support the operation of these temporary parks.
The maintenance of these green spaces must not alter land-use purposes, create additional land-related legal procedures, or affect the implementation timeline of planned projects, the city said.
At prime locations such as 33 Nguyen Du Street and 34–36 and 42 Chu Manh Trinh Street, the temporary parks will be removed once site clearance plans are initiated for project handover to land lessees.
For the temporary park at 8 Vo Van Tan Street, where the Phan Dinh Phung Indoor Stadium project used to be located, the Xuan Hoa Ward People’s Committee has been tasked with mobilizing private funding for maintenance. If no sponsors are secured, the Department of Finance will advise on appropriate funding sources to ensure continued operation.
Under the plan, land management units must coordinate with local authorities to ensure security, environmental sanitation and orderly management, and submit implementation plans to the Department of Construction.
The department will oversee and inspect the maintenance work, while the Department of Agriculture and Environment will guide the handling of any land-related legal issues. Relevant units are required to report implementation plans and promptly propose solutions for issues beyond their authority.
