Heads of Danang, Thua Thien-Hue auto testing centers detained

HCMC – The directors of the Thua Thien-Hue and Danang auto registration and inspection centers, Dao Huu Long and Bui Van Tan, were prosecuted and arrested yesterday, February 16, for allegedly accepting bribes.

Besides Long, the police of Thua Thien-Hue Province pressed the same charges against Tran Duy Hung and Duong Phuc Thien, two other officers at the center located in the province’s Hue City. The police had searched the center a few days before the arrests.

Long, Huy and Thien were accused of taking bribes from many car owners since 2018 to legalize vehicle restoration documents and certify their vehicles as eligible for use.

As for the Danang auto testing center, aside from Bui Van Tan, the Danang police filed charges against Luong Ngoc Vu, a technician at the center, and Luong Kim Quang, director of LKQ Technical and Services Co., Ltd.

According to the investigation results, while on duty, Vu discovered many vehicles had their structural design changed by their owners and were not eligible to travel on the road.

Vu then requested Quang to establish LKQ company, located in Danang’s Lien Chieu District, to legalize restoration documents for these vehicles, while their owners gave kickbacks to Vu. Part of the bribe was given to Vu.

In 2021, the LKQ company suspended operations. Quang and Vu still continued their illegal practices for many restored vehicles, the local media reported.

Over the past two months, the police nationwide conducted investigations into violations found at multiple auto testing centers across the country. They searched nearly 40 centers and pressed charges against some 300 individuals.
