Ministry flags slow social housing progress

HCMC – Some localities have been slow and insufficiently proactive in advancing social housing projects, prompting Vietnam’s Ministry of Construction to call for faster implementation and stricter oversight.

The ministry asked provinces and cities to review, adjust, and approve housing development programs for 2026–2030 as a basis for rolling out social housing projects.

In the first four months of the year, 40 projects have been launched with 36,590 units. In total, 226 projects with 228,725 units have been initiated, reaching 144% of the assigned target. About 5,426 units have been completed. Twenty-five localities have met or exceeded their 2026 targets.

However, the ministry noted several shortcomings. Some localities have not prioritized social housing or allocated budget for compensation, resettlement, and infrastructure to create cleared land.

Others have not met targets set under Resolution 07/NQ-CP or have failed to push developers to implement projects after groundbreaking.

Provincial leaders were instructed to incorporate social housing targets into local socio-economic development plans.

For projects scheduled for completion in 2026, local authorities must work directly with developers to secure clear commitments and ensure completion by December 31, 2026.

Projects that could be completed fully or partially in 2026 must have defined targets and adjusted timelines if needed. Developers are required to mobilize resources and apply modern construction methods to accelerate progress.

Authorities were also told to address obstacles promptly, prioritize administrative procedures under fast-track mechanisms, and ensure inspections comply with regulations, including verifying that buyers meet eligibility criteria.
