HCMC targets top Asia happiness ranking by 2045

HCMC – HCMC aims to place its resident happiness index among Asia’s leading group by 2045 under an action program implementing Politburo Resolution No. 80-NQ/TW on cultural development.

The program sets out plans to develop criteria to measure the happiness index, linked to the environment, education and healthcare, while building cultural values and an urban identity based on the principle “civilized – modern – compassionate.”

The city will develop cultural industries into a key economic sector, focusing on 10 fields including film, fine arts, performing arts, entertainment software, advertising, handicrafts, cultural tourism, creative design, broadcasting and publishing.

Authorities plan to form cultural industry clusters combining heritage and modern technology to create high value-added products with international competitiveness.

By 2045, cultural and creative industries are expected to contribute at least 10% of GRDP, while cultural exports are targeted to account for 15% of the country’s total cultural export value. The city also aims to position itself as a global cultural city within UNESCO’s creative cities network.

HCMC will promote the application of science, technology and digital transformation in culture and sports, including the use of AI, big data and blockchain to support cultural activities and copyright protection.

The city plans to develop digital cultural products such as heritage experience videos, QR code-based tours and automated guide systems, alongside building cultural and heritage databases and digital maps for cuisine and traditional craft villages.

Authorities aim to complete digitization of cultural heritage by 2027 and develop open museums, digital libraries and digital culture platforms to improve public access. Public service units will be restructured to enhance efficiency and autonomy.

The tourism sector will be restructured to diversify products, including waterway tourism, medical tourism, MICE and in-depth cultural and historical tourism, aligned with green and smart tourism criteria.
