New PM outlines five strategic pillars for Vietnam’s transformative era

HCMC — Newly elected Prime Minister Le Minh Hung has identified five core pillars for the 2026-2031 tenure, including building a modern and enabling government, driving high and sustainable economic growth, streamlining the state apparatus, fostering national unity and upholding absolute integrity.

These strategic orientations serve as a comprehensive roadmap for the Government to lead Vietnam through a historical breakthrough, prioritizing national interests and public happiness.

This bold agenda was unveiled during the Prime Minister’s inaugural speech on April 7 at the first session of the 16th National Assembly, following a high-level consensus to consolidate the country’s leadership for the new developmental phase.

To achieve these objectives, the PM set a formidable development mandate with an average annual GDP growth target of over 10% through 2031. He identifies science, technology, and digital transformation as the primary engines to modernize production and enhance national competitiveness.

Furthermore, the private sector is slated to become the most critical driver of the economy, ensuring that all localities and citizens have an equitable opportunity to contribute to and benefit from national progress. This economic ambition is intricately linked to a commitment to green transition and initiative-taking climate change adaptation.

Central to the new administration’s governance is the transition from a traditional management-based bureaucracy to a service-oriented, enabling government. Starting July 1, 2025, a streamlined two-tier local government model has been operating, focusing on radical decentralization, and empowering grassroots officials. The PM emphasized that the success of each government level will be measured by the satisfaction of citizens and businesses. This administrative overhaul is aimed at removing institutional bottlenecks, cutting redundant procedures, and creating a flexible, high-efficiency apparatus that acts and delivers.

Beyond economic and administrative reforms, the Government remains committed to investing in human capital as the foundation for sustainable growth. Significant resources will be allocated to education, high-quality human resource development, and public healthcare from the grassroots level. Upholding the nation’s cultural identity and strengthening national defense are also key priorities to elevate Vietnam’s position on the international stage.

In closing, the PM reaffirmed a zero-tolerance policy toward corruption and indifference, vowing to protect initiative-taking officials while strictly enforcing discipline to maintain the public trust – the nation’s most valuable resource.
