O Mon–Block B energy projects delayed

CAN THO – Several projects in the US$6.4 billion O Mon power center and Block B gas pipeline remain delayed, with some plants yet to begin construction, according to the People’s Committee of Can Tho City.

The update was presented at an April 15 online meeting on the implementation of the revised Power Development Plan VIII and measures to address bottlenecks in power projects.

The O Mon power complex and Block B pipeline are designed to generate 3,150 MW and supply about 5.06 billion cubic meters of gas per year.

The Block B gas pipeline, invested by Vietnam National Industry – Energy Group (Petrovietnam), has total funding of US$2.73 billion. Construction started in November 2025 and is scheduled for completion in the fourth quarter of 2027. Two land clearance cases have not been resolved.

O Mon II has not started construction despite plans to break ground in late 2024. The 1,050 MW plant, with an investment of about US$1.3 billion, is planned to start commercial operation in 2029. Authorities cited pending project guarantee requirements, unresolved power and gas contracts, and difficulties in arranging financing.

O Mon III, also with a capacity of 1,050 MW and investment of about US$1.1 billion, is scheduled to start construction in 2027 and be completed in 2030. Petrovietnam has approved the investment and contractor selection plan and is proceeding with preparations.

O Mon IV began construction in August 2025 and is now 13.12% complete. The 1,050 MW plant is expected to start commercial operations in 2028.

All three plants—O Mon II, III, and IV—are planned to use gas from the Block B pipeline.

O Mon I, a 660 MW plant operated by Vietnam Electricity Group (EVN), is expected to switch from diesel to gas once the pipeline is completed.

Can Tho has 42 power projects approved under the Power Development Plan VIII and the revised Power Development Plan VIII, with total capacity exceeding 10,403 MW. Of these, 17 projects are in commercial operation, totaling nearly 2,519 MW.
