Party chief urges Hanoi to leverage reforms for growth

HCMC – Party General Secretary and State President To Lam has called on Hanoi City to shift from policy issuance to effective implementation, leveraging special mechanisms under the revised Capital Law and the city’s long-term master plan to remove bottlenecks and drive growth of higher quality.

Speaking at a voter meeting on May 4 in the city, he stressed that these frameworks form a powerful pair enabling the capital to redesign its development model, mobilize resources and improve living standards. The mechanisms, he said, are not privileges but tools to resolve issues that general regulations can not address, including delayed projects, suspended planning, and the renovation of aging apartment blocks.

He urged the city to curb waste, unlock land and public asset resources, and strengthen public trust, while pivoting away from traditional growth driven by land and investment toward productivity, digital transformation, green economy and cultural industries.

The Party chief also called for modern urban governance based on data and technology, with citizen and business satisfaction as the ultimate benchmark. He suggested Hanoi explore new community governance models to enhance livability and sustainability.

Addressing voter concerns, including food safety, grassroots healthcare, urban management and vocational training, To Lam stressed the need for stricter accountability, including criminal handling of serious food safety violations. He also urged improvements in primary healthcare, particularly in managing electronic health records and expanding family health care.

He pledged to closely follow up on voter petitions to ensure tangible improvements in residents’ daily lives.
