HCMC – Prime Minister Pham Minh Chinh left for Russia this morning (October 23) to attend the expanded BRICS (BRICS+) Summit in Kazan from October 23 to 24 at the invitation of Russian President Vladimir Putin, who chairs the BRICS group this year.

Accompanying the prime minister are high-ranking officials, including Deputy Prime Minister and Foreign Minister Bui Thanh Son, Minister of Industry and Trade Nguyen Hong Dien, and deputy ministers of Defense, Finance, Transport, and Planning and Investment.

BRICS, consisting of Brazil, Russia, India, China, South Africa, and newly added members Iran, Egypt, Ethiopia, and the United Arab Emirates, aims to promote a more balanced global political and economic order.

The BRICS+ Summit, a key event promoting cooperation between BRICS and developing countries, will feature leaders from BRICS nations and over 30 guest countries, alongside representatives from several international organizations.

This year’s plenary session, themed “BRICS and the Global South: Building a Better World Together,” will focus on fostering economic growth, enhancing connectivity between BRICS and the Global South, and addressing global challenges. Key topics include advancing new growth drivers such as digital economy, green economy, circular economy, and innovation.

The summit’s agenda aims to establish a more balanced and inclusive global governance ecosystem, giving developing nations a stronger voice on the international stage.

Prime Minister Chinh’s attendance underscores Vietnam’s foreign policy of independence, self-reliance, and diversification of international relations. The trip reflects Vietnam’s commitment to being a reliable partner and active global player while strengthening multilateral diplomacy, said Deputy Minister of Foreign Affairs Nguyen Minh Hang at a press briefing on October 22.

This marks Chinh’s first visit to Russia as prime minister, ahead of the 75th anniversary of Vietnam-Russia diplomatic ties in 2025. The visit highlights the enduring relationship and comprehensive strategic partnership between the two nations.
