Quang Nam strives to be back in PCI’s top 15

DANANG – Quang Nam has planned to enhance the investment environment, aimed at bringing the provincial competitiveness index (PCI) of 2022 back to the top 15 in the national PCI ranking after it was in 16th place last year, down six places over the 2020 CPI ranking.

Quang Nam will strive to significantly improve five CPI sub-indices with points down in 2021: proactive leadership, transparency, market entry costs, labor training and time costs.

In the meantime, the province will take measures to secure the positions of the other five PCI sub-indices, which scored higher in 2021, consisting of business support services, land access, informal charges, an equitable competitive environment, legal procedures and public security.

Quang Nam will publicize on the provincial portal all the documents relating to the provincial budget, planning scheme, land use, available clean land bank and land-used projects for investors to facilitate access to information.

The Quang Nam Department of Planning and Investment will set up a Quang Nam Investor Care page via Zalo to receive and give feedback on the opinions of enterprises and investors. The department will integrate the contents of the PCI, DDCI – Department and the District Competitiveness Index to make it public to the departments, agencies and enterprises.

At the same time, the province will enhance administrative procedures in every sector of the pre- and post-establishment stages of enterprises, saving time and informal costs for investors.

In the short-term plan, Quang Nam will strive to remove hindrances in site clearance, compensation and support for rehabilitation, creating favorable conditions for investors to execute their projects in compliance with the applicable regulations.

The province will also conduct inspections to withdraw the licenses of those projects which fail to comply with their investment commitments.

Besides, Quang Nam will plan to deal with the volatility of the weather during the rainy season this year, especially food storage for residents in case of natural disasters, in addition to the timely and safe execution of the Covid-19 vaccination campaign.
