HCMC – Quang Ninh Province will waive border infrastructure fees for vehicles transporting selected high-value goods from April 28, 2026 to the end of 2028.
The zero-fee policy applies to shipments of mobile phones and phone parts, auto and motorcycle assembly components and materials, dump trucks, and tractor trucks.
Provincial authorities expect the measure to reduce logistics costs, improve the competitiveness of import-export businesses, and attract more cargo through the province’s land border gates, the Vietnam News Agency reported.
Businesses cited by the Vietnam News Agency said the policy could encourage large exporters, high-tech manufacturers, and companies in global supply chains to choose Quang Ninh as a customs clearance and transshipment hub.
Authorities and businesses expect higher cargo volumes to support related industries such as transportation, warehousing, finance, insurance, and logistics services.
The province also expects the policy to improve the efficiency of border gate, port, and logistics infrastructure developed in recent years.
Quang Ninh is targeting GRDP growth of more than 13% in 2026. Provincial authorities described the policy as part of efforts to strengthen the province’s role as a logistics and cargo transit center in northern Vietnam.
