HCMC – Tran Ky Hinh and Dang Viet Ha, former heads of Vietnam Register, have been sentenced to 25 years and 19 years in prison, respectively, as they have been found guilty of violating auto testing rules, local media reported.

Today, August 23, the HCMC People’s Court issued its verdicts for 254 defendants involved in violations at Vietnam Register and vehicle inspection centers in HCMC and many other provinces nationwide.

Tran Ky Hinh, who led Vietnam Register from 2014 to 2017, received a 19-year sentence for accepting bribes and an additional six years for abusing his powers. He will spend 25 years behind bars.

Dang Viet Ha, who served as director of Vietnam Register from August 2021 to December 2022, was sentenced to 19 years in prison for receiving bribes.

Nguyen Vu Hai, deputy general director of Vietnam Register, was handed a four-year prison term for abusing his powers.

Tran Anh Quan, former acting head of Vietnam Auto Register (VAR) at Vietnam Register, received a 14-year sentence for accepting bribes.

Tran Lap Nghia, the owner of five vehicle inspection centers in the Mekong Delta, was sentenced to 13 years for bribery, an additional 12 years for document falsification, and five years for unauthorized access to computer networks and electronic devices. His total sentence is 30 years in prison.

The court characterized the vehicle registration scandal as an organized corruption case, involving systematic misconduct from the leadership of Vietnam Register to auto testing centers across the country. These actions severely disrupted the management of the vehicle inspection sector, causing significant repercussions for the public.
