Vietnam says fuel supply ready for nationwide E10 rollout

HCMC – Vietnam’s fuel supply and distribution system is fully prepared for the nationwide introduction of E10 RON95 gasoline from June 1, with domestic ethanol production and imports sufficient to meet demand, according to the Ministry of Industry and Trade.

With national gasoline consumption estimated at around one million cubic meters per month, about 100,000 cubic meters of ethanol will be required monthly for blending. Domestic producers currently supply around 25,000 cubic meters a month, while the remaining 75,000 cubic meters is covered through imports, enabling fuel distributors to secure supply independently.

The ministry said the combined E10 blending capacity of 13 major fuel wholesalers is projected at nearly 1.2 million cubic meters per month, exceeding current nationwide demand.

The figures were presented in a report submitted at a meeting with the Party Central Committee’s Commission for Propaganda and Mass Mobilisation on May 26 regarding implementation of Circular No. 50/2025/TT-BCT which sets out the roadmap for blending ethanol with conventional fuels.

According to the ministry, ethanol supply and fuel distribution infrastructure are now fully prepared to support the nationwide adoption of E10 RON95 beginning June 1.

As of April 23, 13 out of 26 licensed fuel wholesalers nationwide had had blending station systems in place. Among them, three major firms, including Petrolimex, PVOIL, and Saigon Petro, have a combined blending capacity of 890,000 cubic meters per month, equivalent to 89% of domestic gasoline demand if the entire market shifts to E10.

An additional 10 companies are awaiting licensing for facilities with a combined projected capacity of 297,600 cubic meters per month. Meanwhile, Petrovietnam Refining and Petrochemical Corporation, formerly known as Binh Son Refining and Petrochemical One Member LLC (BSR), is expected to add another 90,000 cubic meters per month starting in June, bringing total system capacity to nearly 1.2 million cubic meters monthly.

At the retail level, the ministry said existing nationwide fuel distribution infrastructure already provides the necessary foundation for the transition from mineral-based RON95 gasoline to E10. The switch mainly requires cleaning storage tanks, modifying pipelines, and adjusting operations rather than making large-scale new investments.

Retailers accounting for 70–75% of the market have already begun large-scale deployment. After a trial period that began in August 2025, PVOIL officially launched E10 sales across its network of nearly 1,000 gas stations on May 15. Petrolimex also began nationwide commercial sales on May 20.
