HCMC – Work on 10 public-private partnership (PPP) projects in HCMC, which should have been completed in the 2016-2020 period, will continue in the 2021-2025 period.
In a report on the deployment of policies and regulations on practicing thrift and preventing wastefulness in the 2016-2021 period, the HCMC government stated that six PPP projects were put into use during the period.
These comprised the Tan Son Nhat-Binh Loi-Outer Ring Road project, two public passenger transport waterway routes, the D3 road leading to the Hiep Phuoc Port, a road connecting Nguyen Duy Trinh and the Phu Huu Industrial Park, the first phase of a facility to treat wastewater on the Tham Luong Canal and cinemas at the Cultural Center of District 12.
Meanwhile, most of the 10 PPP projects lagging behind schedule are build-transfer ones. They consist of a parallel road with the HCMC-Long Thanh-Dau Giay Expressway, a road linking Pham Van Dong Street and the Go Dua Intersection, the first phase of a flood tide control project, a road connecting Vo Van Kiet Avenue and the HCMC-Trung Luong Expressway and the Binh Trieu 2 Bridge, among others.
The HCMC government pointed out three leading causes for the delay of these projects: the slow handover of cleared land, the protracted handling of administrative procedures and the slow disbursement of refinanced loans, Thanh Nien Online newspaper reported.
Before the Law on Public-Private Partnership was issued, investors needed to comply with many relevant legal documents during the execution of a project, including 15 laws and decrees and 28 circulars. Regulations on PPP investment are inconsistent and unclear, causing multiple difficulties for investors.
