Multiple Ministry of Industry and Trade officials disciplined

HCMC – The Inspection Commission of the Party Central Committee has taken disciplinary measures against multiple officials at the Ministry of Industry and Trade while requesting the Politburo and the Party Central Committee’s Secretariat to disciplining many other officials.

The Central Inspection Commission held its 35th session in Hanoi on January 10, 11 and 19, presided over by Tran Cam Tu, head of the commission.

In the session, the commission decided to remove several officials from the Party, including Dang Cong Khoi, deputy secretary of the Party Committee and deputy head of the Ministry of Finance’s Price Management Department, Nguyen Danh Son, secretary of the Party Committee and director of the Electricity Power Trading Company, Nguyen Huu Khai, Party secretary and head of the Electricity Purchasing Department at the Electricity Power Trading Company, Vietnam Electricity Group, Tran Quoc Hung, deputy head of the Licensing and Public Relations Division at the Electricity Regulation Department, Ministry of Industry and Trade.

Do Duc Quan, former deputy secretary of the Party Committee and former deputy head of the Electricity and Renewable Energy Department, Ministry of Industry and Trade, lost all his Party positions.

The commission issued warnings to the Party Executive Board of the Ministry of Industry and Trade in the 2015-2020 term; the Party Committee of the Electricity and Renewable Energy Department in the 2017-2020 term; the Party Committee of the Electricity Regulation Department for the 2020-2025 term; the Party cell of the Domestic Market Department in the terms 2015-2017, 2017-2020, and 2020-2022; the Party Executive Board of the Vietnam Electricity Group for the 2015-2020, and 2020-2025 terms.

The Central Inspection Commission also issued warnings to officials including Nguyen Anh Tuan, member of the Party Civil Affairs Committee and head of the Organization and Personnel Department, Tran Duy Dong, Party secretary and director general of the Import-Export Department; Phuong Hoang Kim, Party secretary and head of the Energy Conservation and Sustainable Development Department.

Warnings were also given to Vo Van Quyen, former Party Secretary and head of the Domestic Market Department at the ministry; Nguyen Vu Quang, Party secretary and deputy head of the Industry Department at the Government Office; Duong Quang Thanh, former member of the Party Executive Committee of the Central Business Bloc, Party Secretary, board chairman of the Vietnam Electricity Group; Tran Dinh Nhan, former deputy Party secretary and CEO of the Vietnam Electricity Group.

The Inspection Commission reprimanded the Party Executive Committee of the Ministry of Industry and Trade, the Party Committee of the General Department of Market Surveillance, the Party Committee of the Electricity and Renewable Energy Department in the 2020-2025 term; the Party Committee of the Electricity Regulation Department, the Party Committee of the Ministry of Industry and Trade Office in the 2015-2020 term; the Party Committee of the Import-Export Department for the 2015-2020, and 2020-2025 terms, and individuals including Hoang Tien Dung, Party secretary and head of the Electricity and Renewable Energy Department; Tran Huu Linh, Party secretary and general director of the General Department of Market Surveillance at the Ministry of Industry and Trade.

The Inspection Commission also recommended the Politburo and the Party Central Committee’s Secretariat take disciplinary actions against the Party Executive Committee of the Ministry of Industry and Trade for the 2016-2021, and 2021-2026 terms, and individuals involved.

These individuals include Tran Tuan Anh, member of the Politburo and head of the Central Economic Commission and former secretary of the Party Civil Affairs Committee at the Ministry of Industry and Trade; Trinh Dinh Dung, former member of the Party Central Committee and former Deputy Prime Minister; Mai Tien Dung, former member of the Party Central Committee and former Minister/Chairman of the Government Office; Do Thang Hai, member of the Party Civil Affairs Committee and Deputy Minister of Industry and Trade; and Hoang Quoc Vuong, Party secretary and chairman of the board of the National Oil and Gas Group (PVN), and former Deputy Minister of Industry and Trade.

At its 34th session held from December 18 to 20, 2023, the Central Inspection Commission reviewed the results of an inspection into signs of violations by the Party Civil Affairs Committee of the Ministry of Industry and Trade.

The commission found that the Party Civil Affairs Committee of the ministry had violated principles of democratic centralism, working regulations, lacked responsibility, and exhibited lax leadership, paving the way for the ministry and multiple organizations and individuals to seriously violate Party rules and state laws regarding advice on the issuance of mechanisms for solar and wind power development, and regarding the implemention of the adjusted Power Development Plan VII.

There were also violations in giving advice, issuing business mechanisms, managing and using the price stabilization fund, evaluating, approving, organizing tenders, and implementing projects contracted by the Advanced International Joint Stock Company (AIC).
