HCMC – Toll collection on publicly-funded expressway projects will commence early next year, with 12 expressways currently eligible for this policy, according to the Vietnam News Agency.
The newly passed Road Traffic Law, which allows toll collection on expressways financed by the State budget, will take effect on January 1, 2025.
The Department for Roads of Vietnam has sent a draft Government decree to the Ministry of Transport regarding toll collection from autos on these expressways.
State-invested expressways eligible for toll collection must be already operational and equipped with toll stations, software and infrastructure for electronic toll collection (ETC).
The 12 expressways that meet these criteria are Lao Cai-Kim Thanh, Hanoi-Thai Nguyen, HCMC-Trung Luong, Cao Bo-Mai Son, Mai Son-National Highway 45, National Highway 45-Nghi Son, Nghi Son-Dien Chay, Cam Lo-La Son, La Son-Hoa Lien, Vinh Hao-Phan Thiet, Phan Thiet-Dau Giay, and My Thuan-Can Tho.
Eight of these expressways are part of the Eastern North-South Expressway project.
There are two methods for toll collection on publicly-funded expressways. First, the Government can handle it directly and second, it can sign a contract with a private company to manage and operate toll stations.
Regarding the toll rates, the department ensures that they are fair and aligned with fees for using roads and expressways under the public-private partnership (PPP) model.
