HCMC – The Ministry of Planning and Investment has issued a new circular establishing 53 criteria aimed at promoting sustainable marine economic development and enhancing Vietnam’s position as a maritime nation.

Circular No. 01/2025/TT-BKHDT introduces two key statistical frameworks: national indicators on seas and islands, and criteria for evaluating Vietnam’s maritime strengths. These frameworks encompass economic, social, and environmental aspects, providing comprehensive data for assessing the sustainability of Vietnam’s marine economy, reported the Government news site baochinhphu.vn.

Key economic criteria include the number of households involved in marine aquaculture and fishing, the volume of seafood farming cages, the availability of fishing logistics facilities, and the number of sea vessels and marine economic hubs. Coastal tourism is also emphasized, with indicators tracking the number of tourist accommodations near the coast.

Social indicators focus on metrics such as the average monthly income of residents in coastal provinces, employment levels in marine-related economic sectors, and the average income of workers in these industries.

Environmental criteria aim to safeguard marine ecosystems by monitoring issues like oil spills, chemical leaks, and the proportion of marine conservation zones relative to Vietnam’s natural sea area.

Comprehensive benchmarks such as the marine and island governance index and the human development index (HDI) for coastal provinces are also included.

The circular is set to take effect on March 10.
