HCMC – Around VND60.4 trillion in public investment capital has been disbursed so far this year, accounting for 6.9% of the annual plan and 7.32% of the target set by the prime minister.

According to the Ministry of Finance, VND2.6 trillion has been allocated to the national target program, representing 12.27% of the planned amount.

The disbursement of local budget capital reached 8.58% of the target, slightly higher than the 8.36% recorded in the same period last year. However, the disbursement rate for central budget capital was only 5.6%, lower than the 7.52% achieved in early 2024.

So far this year, four out of 47 ministries and central agencies, along with 37 out of 63 provinces and centrally-run cities, have reported disbursement rates above the national average.

However, many ministries and localities have either disbursed little or no capital.

The slow disbursement has been attributed to delays in land clearance due to unresolved agreements with residents, complex land origin verification, material shortages, and sudden price increases, leading to higher project costs.

The Ministry of Finance has urged ministries, central agencies, and local governments to finalize capital allocation plans by March 31 and accelerate fund disbursement to achieve a rate of over 95% by year-end.

After the deadline, the ministry will propose reallocating funds to priority projects, including urgent infrastructure developments and strategic investments.
