HCMC – The Central Committee of the Communist Party of Vietnam has stripped former Permanent Deputy Prime Minister Truong Hoa Binh of all his positions within the Party, following a series of disciplinary actions taken during the first working day of the 11th plenum of the Party Central Committee.

The Party Central Committee’s Office issued a statement detailing the proceedings of the plenum, which opened today morning (April 10).

Among the key agenda items was the handling of personnel matters. The Party Central Committee let Nguyen Van Hieu, an alternate member of the 13th Party Central Committee and deputy head of the Propaganda and Mass Mobilization Commission under the Party Central Committee, step down from his alternate membership.

While serving as secretary of the Can Tho City Party Committee, Hieu was found to have violated Party regulations and State laws in the performance of his duties, particularly in efforts to combat corruption, wastefulness, and negative practices. He also breached the rules on the don’ts for Party members and failed to act as a role model, resulting in serious consequences, negative public opinion, and a loss of credibility for both the local Party organization and government.

The Party Central Committee also disciplined Truong Hoa Binh, a former Politburo member, former Vice Secretary of the Government’s Party Civil Affairs Committee, and former Permanent Deputy Prime Minister. The disciplinary measure imposed was the removal of all his Party positions.

During his time as vice secretary of the Government’s Party Civil Affairs Committee and Permanent Deputy Prime Minister, Binh violated Party regulations and State laws in carrying out his assigned duties, particularly in anti-corruption and anti-misconduct efforts. His breaches of the rules on the don’ts for Party members and failure to act as a role model were deemed to have caused “very serious consequences,” generating widespread negative public sentiment and damaging the reputation of both the Party and the State.

The disciplinary actions underscore the Party’s ongoing commitment to addressing internal violations and maintaining its integrity.
