Provinces told to speed up site clearance for major infrastructure projects

HCMC – Prime Minister Pham Minh Chinh has requested several provinces to complete land clearance for major infrastructure projects by April 30, as Vietnam wants to have 3,000 kilometers of expressway built nationwide by 2025.

In an official telegram, the prime minister instructed Dong Nai, Khanh Hoa, Lang Son, Binh Duong, and Quang Tri provinces to address delays in site clearance and compensation. The move comes after Government inspections found that some provinces were slow in carrying out resettlement, technical infrastructure relocation, and approval of construction material mining, affecting project schedules.

Authorities in Danang, Tien Giang, Ben Tre, Vinh Long, and other provinces were told to complete licensing procedures for quarries and sand mines to ensure a steady supply of building materials for ongoing projects.

The PM also directed ministries and local leaders to resolve obstacles in site clearance, ramp up coordination with investors, and mobilize resources to maintain progress on key projects. He called for all relevant agencies to comply with government directives and focus on public investment disbursement to support the country’s economic growth target of 8% or higher in 2025.

Provinces along the north-south expressway, including Nghe An, Binh Thuan, Ninh Thuan, Quang Binh, Quang Ngai, Hau Giang, Kien Giang, and Phu Yen, were asked to quickly transfer land for rest areas and other support infrastructure.

The Government instructed Vietnam Electricity Group (EVN) to work with local authorities to relocate high-voltage power lines as required by project timelines. The Ministry of Construction was told to continue working with provincial governments and investors to remove barriers related to land clearance and material supply. Contractors were urged to operate continuously to ensure deadlines are met.

The Ministry of Agriculture and Environment was tasked with reviewing regulations and guiding provinces on the restoration of construction waste sites and compensation for affected residents, to be completed by May.
