HCMC – Most mixed-use apartment buildings in HCMC do not meet requirements to operate short-term rental services, according to the city’s Department of Construction.
The department said inspections showed that most projects lack separate systems for electricity, water supply, elevators, fire safety, and waste treatment required for short-term lodging. These facilities, therefore, do not comply with Circular 05/2024/TT-BXD on apartment management, reported the Vietnam News Agency.
According to Do Ngoc Hai, head of the department’s Construction Maintenance and Operation Management Division, authorities have received petitions from residents, management boards, and operating companies. Some residents want apartments used only for housing, while others seek to run them for short-term rentals.
The Department of Construction is working with other agencies to review and propose amendments to Decision 26/2025/QD-UBND on apartment management and use in the city.
The Department of Tourism and the Department of Science and Technology have also registered a project to manage and develop a sharing economy model for tourist accommodation. The project aims to ensure safety and security for residents while supporting tourism services.
