HCMC — The Government has issued a plan to implement the National Assembly’s Resolution 188/2025/QH15, allowing special mechanisms and policies to accelerate urban railway development in Hanoi and HCMC, the Vietnam News Agency reported.
The plan aims to translate the resolution’s objectives into action by assigning specific tasks to ministries, agencies, and local authorities. These include project preparation, investment, industrial development, and workforce training for the railway sector.
It outlines measures to ensure compliance with regulations, adherence to schedules, and effective use of funds. It also called for transparency and stronger measures to prevent corruption, waste, and misconduct.
Authorities must clearly define their responsibilities and timelines to meet deadlines set by the Party, the National Assembly, and the Government.
Urban railway projects in the two cities are large in scale and require advanced technology. The National Assembly has approved the use of several special mechanisms and policies to support their timely execution.
