National Party Congress sets annual GDP growth target at 10% or higher in 2026–2030

HCMC – The 14th National Party Congress approved a resolution in which the average GDP growth target is set at 10% or above a year in the 2026–2030 period, according to documents adopted at the closing session today, January 23.

The resolution sets gross domestic product (GDP) per capita at about US$8,500 by 2030.

Manufacturing and processing are targeted to account for about 28% of GDP, while the digital economy is expected to contribute around 30% of GDP.

Total factor productivity is projected to contribute more than 55% to economic growth. Labor productivity growth is targeted at about 8.5% a year.

Total asset accumulation is set at 35–36% of GDP. Average total investments in society over five years are estimated at about 40% of GDP.

On social indicators, the resolution targets a Human Development Index of around 0.8. Average life expectancy is projected at about 75.5 years, with at least 68 years of healthy life. The proportion of trained workers holding degrees or certificates is expected to reach 35–40%.

The multidimensional poverty rate is targeted to decline by 1–1.5 percentage points a year in 2026–2030. Vietnam also aims to rank among the world’s top 40 countries in happiness indicators.

Environmental goals include maintaining forest coverage at about 42–43%, treating and reusing 65–70% of wastewater discharged into river basins, and cutting greenhouse gas emissions by 8–9%.

The resolution outlines 12 development orientations for 2026–2030, focusing on renewing policy thinking, accelerating strategic breakthroughs, building a new development ecosystem, and improving institutions to support fast and sustainable growth.

At the closing session, the Congress also approved the Political Report, a review of 40 years of socialist-oriented reform, and a report on 15 years of implementing the Party Charter from 2011 to 2025, and agreed not to amend the current charter of the Communist Party of Vietnam.
