HCMC steps up cooperation with Perm Krai, Tyumen to expand Vietnam–Russia economic ties

HCMC – HCMC on March 27 received delegations from Russia’s Perm Krai and Tyumen regions, seeking to expand cooperation in energy, oil and gas, technology and logistics to tap remaining potential under the Vietnam–Russia Comprehensive Strategic Partnership, according to the Vietnam News Agency (VNA).

At a meeting with the Perm Krai delegation, Nguyen Loc Ha, permanent vice chairman of the HCMC People’s Committee, said the city has gained additional development space following the 2025 administrative merger, creating conditions to promote cooperation with international partners, including Russia.

Ha said HCMC will leverage its strengths in finance, science and technology, high-tech industry, energy, tourism, marine economy and logistics to deepen cooperation. He noted that Perm Krai’s strengths align with HCMC’s development needs, particularly in industry and oil and gas services, creating opportunities for business and expert exchanges, investment promotion and cooperation.

Ha added that, alongside economic, trade and investment ties, both sides should promote cooperation in culture, education and people-to-people exchanges.

Perm Krai Governor Dmitry Nikolayevich Makhonin said the region, located at the foothills of the Ural Mountains, is a major industrial center of Russia, with strengths in mining, oil and gas, chemicals, machinery manufacturing, metallurgy, defense industry and high technology. He said Perm Krai seeks to expand cooperation with HCMC in areas of mutual interest.

At a separate meeting with Andrey Vadimovich Panteleev, deputy governor of Tyumen, Tran Thi Dieu Thuy, vice chairwoman of the HCMC People’s Committee, said HCMC and Russian localities, including Tyumen, are expected to step up trade promotion, business connectivity and investment attraction.

Thuy proposed enhanced cooperation and experience sharing in energy industry, oil and gas services and resource extraction, along with tourism promotion between the two localities.

Tyumen is positioned as a key hub linking Russia’s industrial and energy regions, with strengths in oil and gas and supporting industries, and abundant natural resources including oil, gas, freshwater, mineral water, forests and industrial minerals.
