Vietnam’s mandatory traceability for high-risk goods starts July 1

HCMC – Products classified as high-risk and regulated by the Ministry of Industry and Trade will be required to implement traceability through the VeriGoods system or an interoperable internal system starting July 1.

The new rules are stipulated in Circular No. 31, issued by the Ministry of Industry and Trade on June 11, governing the traceability of products and goods under the ministry’s management.

Under the new regulation, businesses must assign identification codes to products and submit key information, including product names, origin, batch numbers, expiration dates, and applicable standards, on the VeriGoods platform at verigoods.vn before products are placed on the market.

For imported goods, information on importers and authorized distributors in Vietnam will also be mandatory.

From July 1, traders must register accounts and obtain product identification codes. Beginning January 1, 2027, all traceability requirements must be fully completed before products can be marketed. Businesses established after that date will be required to comply immediately upon commencing operations.

The Agency for Domestic Market Surveillance and Development has been assigned to operate the VeriGoods system, which has verified more than one million product codes since late 2025. The agency will also ensure connectivity and data sharing with the National Product Traceability Information Portal.

The move marks a significant step toward improving oversight of high-risk products by increasing transparency regarding product quality and origin.

By requiring businesses to disclose product information before goods enter the market, regulators will be better positioned to monitor supply chains, while consumers will gain free access to traceability information and channels for reporting potential violations.

Authorities may suspend or revoke traceability codes in cases involving fraud or inaccurate declarations, providing a stronger enforcement mechanism against non-compliant businesses.

The regulation also creates incentives for products that are not subject to mandatory traceability requirements. Companies that voluntarily participate may receive a verification badge from the Ministry of Industry and Trade for use on product packaging and e-commerce platforms, along with technical support and promotional assistance.

The ministry expects the initiative to encourage businesses to digitalize production processes, improve transparency, and strengthen consumer trust.

Consumers will also have the right to report inaccurate or misleading information displayed on the system to the Ministry of Industry and Trade or other competent authorities in accordance with Vietnam’s consumer protection laws.
