Arrests made in AIC construction tender scandal

HCMC – Tran Van Tuynh, former director of the management board of a healthcare development project in Bac Ninh Province, and Nguyen Hong Son, deputy general director of Advanced International JSC (AIC), were arrested today, September 22.

The arrests stem from allegations of violating bidding regulations that led to serious consequences at the management board of the healthcare construction project in Bac Ninh Province, involving AIC and other entities.

Other individuals charged include Nguyen Dang An and Nguyen Kim Huan, who were head and vice head of the project’s General Planning Department.

They all face charges under Clause 3, Article 222 of the Penal Code.

Dang Xuan Minh, board chairman and general director of BTCVALUE Valuation JSC, Nguyen Hong Son, deputy general director of AIC, and two AIC employees, Nguyen Viet Toan and Nguyen Dang Linh, have also been implicated.

AIC has faced legal troubles, with former chairwoman Nguyen Thi Thanh Nhan charged and found guilty in several cases. Nhan remains at large.

These cases involve irregularities in tenders at the Dong Nai General Hospital project, resulting in losses of VND152 billion. Nhan received a 30-year prison sentence in connection with this case.

Another case involves serious violations of bidding regulations within AIC and Quang Ninh Hospital for Obstetrics and Pediatrics, causing losses of VND50 billion.

Nhan was also implicated in procurement irregularities at the Biotechnology Center of HCMC.
