HCMC – All procedures for issuing certificates of origin (C/O) and approving enterprises for self-certification will be conducted entirely through the eCoSys electronic system, starting July 1, under Circular No. 40/2025/TT-BCT issued by the Ministry of Industry and Trade.
The circular provides detailed guidelines for implementing Clause 6, Article 28 of Government Decree 146/2025/ND-CP, which outlines the decentralization of authority in industry and trade. It takes effect on July 1.
Two entities will be authorized to issue C/Os and approve self-certification, including the ministry’s Import-Export Department and organizations assigned by provincial people’s committees.
Authorized entities must meet strict requirements on staffing, infrastructure, and fee management, and must be registered on the eCoSys system (www.ecosys.gov.vn), operated by the Department of E-commerce and Digital Economy and integrated with the National Single Window.
These organizations must also publish their procedures, provide guidance to businesses, accept feedback, and submit regular reports to relevant authorities.
Provincial people’s committees are tasked with deploying the system within 90 days, ensuring transparency and addressing any violations.
The Import-Export Department will oversee training, inspections, and coordination to ensure the e-C/O process is implemented consistently across the country.
