HCMC – Tran Thi Binh Minh, former deputy director of HCMC Department of Planning and Investment, has been arrested on alleged charges of wrongdoing involving the case of AIC and Biotechnology Center of Ho Chi Minh City.

This follows an extensive investigation launched by the police into violations related to equipment procurement bidding packages, causing serious consequences, which were detected at Advanced International Joint Stock Company (AIC), Biotechnology Center of Ho Chi Minh City and relevant organizations.

Minh was detained by the Ministry of Public Security yesterday, July 8, being charged with abusing her powers while on duty.

According to the indictment, Minh took advantage of her position and authority to approve and adjust estimates of 12 laboratories against the law, causing losses for the State assets.

Earlier, relating to the case, the Ministry of Public Security pressed charges against nine individuals including Nguyen Thi Thanh Nhan, former chairwoman of AIC, Tran Manh Ha, deputy general director of AIC and Duong Hoa Xo, former director of Biotechnology Center of Ho Chi Minh City on committing procurement fraud, resulting in serious consequences.

The whereabouts of Nhan and Ha remain unknown and are wanted due to their involvements in two criminal cases at Dong Nai General Hospital in Dong Nai Province and Quang Ninh Province Department of Health.
