HCMC – Construction began on September 26 for two major projects in Haiphong City – the Tan Trao Industrial Park Infrastructure Development Project (Phase 1) and the Haiphong LNG Thermal Power Plant Project – as part of a broader plan to restructure the economy and expand industrial and energy capacity.
The Tan Trao Industrial Park covers nearly 227 hectares in Kien Hung and Nghi Duong communes. Led by Vinhomes Haiphong Industrial Park Investment JSC, Phase 1 has an estimated investment of over VND4 trillion and is planned to be completed in five years.
The industrial park is designed to become a key growth driver for the coastal city, attracting high-tech and multi-sector investment. Planned industries include electronics, telecommunications, pharmaceuticals, supporting industries, advanced materials, clean energy, and renewable energy. It is expected to employ tens of thousands of skilled workers from Vietnam and abroad.
The Haiphong LNG Thermal Power Plant will be built within Tan Trao Industrial Park by a joint venture between Vingroup JSC and VinEnergo JSC. Covering nearly 100 hectares, the project has a total investment of VND178 trillion. It will have a capacity of 4,800 MW in two phases, with 1,600 MW for Phase 1 and 3,200 MW for Phase 2.
The plant is expected to start operations by late 2030. Phase 1 will produce about 9.6 billion kWh per year, and full capacity will produce about 19.2 billion kWh per year. It will be the largest LNG thermal power plant in Vietnam and among the world’s largest.
At the groundbreaking ceremony, Prime Minister Pham Minh Chinh said the projects fit Vietnam’s development strategy, restructuring the economy and renewing the growth model. He urged relevant ministries and Haiphong authorities to complete legal procedures, land clearance, and infrastructure work. He called on investors to ensure quality, safety, timely delivery, technology transfer, and job creation.
