Hanoi expands Soc Son waste-to-energy plant

HCMC – Hanoi City on April 29 broke ground on an expansion of the Soc Son waste-to-energy plant, adding capacity to process about 1,600 tons of waste per day, mainly long-buried waste.

The project is located at the Nam Son solid waste treatment complex and is developed by Thien Y Hanoi Environmental Energy JSC, reported the Vietnam News Agency.

Nguyen Xuan Luu, vice chairman of the People’s Committee of Hanoi City, described the shift from landfill to waste-to-energy technology as a strategic requirement for urban environmental management.

The expansion will focus on treating waste that has been buried for years at the site. Authorities aim to gradually eliminate large volumes of legacy waste and restore land for future use, including public infrastructure and urban development.

The project is part of phase two under a decision issued by the Hanoi People’s Committee in February 2026.

According to Tao Duc Tieu, general director of China Tianying Group, the investor, the expansion will process 1,600 tons of buried waste per day and raise total power generation capacity to 135 MW. The full plant is scheduled to be operational by the fourth quarter of 2027.

The total investment is VND13 trillion (about US$539 million), with VND5.83 trillion allocated to the expansion.

The existing plant has processed nearly five million tons of household waste and generated around two billion kWh of electricity. It currently handles about 5,000 tons per day, or nearly 70% of the city’s daily waste.

City authorities called on contractors to ensure construction progress, safety, and environmental compliance, while minimizing disruption to nearby residents.
