HCMC – The capital city of Hanoi is planning to ban motorcycles in the inner districts after 2025, five years earlier than previously planned, reported local newspapers.

The municipal People’s Committee has sent the municipal People’s Council a plan detailing a program to ease traffic congestion and ensure traffic safety in the city in the 2021-2025 period.

According to the program, in the upcoming years, the city will continue to study and complete procedures to approve a scheme on restricting and suspending the operation of motorcycles in inner-city districts.

The motorbike restriction is part of Resolution 04 approved by the municipal People’s Council in 2017.

After the Resolution was passed, the local authorities had developed a scheme on motorbikes in the city, proposing that motorbikes be banned in districts inside Ring Road No. 3, Truong Sa and Hoang Sa streets and National Highway No. 5 after 2025.

After 2030, the city would ban motorbikes in districts inside Ring Road No. 4 in the southern part of the Red River and inside Ring Road No. 3 in the northern part of the river.

The five outlying districts – Hoai Duc, Gia Lam, Dong Anh, Thanh Tri and Dan Phuong – that are expected to be upgraded into inner-city districts in the 2021-2025 period will be added to the scheme. This means that these five administrative units would also ban motorbikes later.

Accordingly, the downtown motorbike ban has been rescheduled to be implemented five years earlier than that regulated in Resolution No. 4.

Hanoi currently has 5.6 million motorcycles and 600,000 cars registered. There are around two million vehicles coming from other provinces.
