HCMC – HCMC is set to undertake an organizational shakeup to improve governance, in accordance with Resolution 18 of the Party Central Committee on streamlining Vietnam’s political system and improving its efficiency.
Van Thi Bach Tuyet, head of the HCMC Party Committee’s Organization Commission, announced the plan at the 34th session of the 11th HCMC Party Committee on December 4. She said the city is considering merging 10 departments and dissolving two others.
The restructuring in HCMC conforms with the major political system shakeup endorsed by the Party Central Committee. HCMC is exploring a model where the city’s government structure aligns with the central Government’s.
Among the changes include the consolidation of Finance and Planning-Investment departments, and the merger of Construction, Transport, and Planning-Architecture departments.
The overhaul will see the mergers of the Department of Tourism with the Department of Culture-Sports, and the Department of Information-Communications with the Department of Science-Technology.
The Department of Natural Resources and Environment will be combined with the Department of Agriculture and Rural Development.
The city is considering dissolving the Department of Labor, Invalids, and Social Affairs, transferring its functions to the current departments of Education-Training, Health, Home Affairs, and Culture-Sports.
The Department of Food Safety is also slated for closure, with its responsibilities divided among the existing departments of Health, Agriculture-Rural Development, and Industry-Trade.
The restructuring is expected to result in a reduction of eight departments and five administrative agencies. Management boards in the city will be transformed from administrative units into entities directly under the HCMC People’s Committee.
Under the HCMC Party Committee, the number of Party organizations can be reduced from 51 to 27. This includes the proposed merger of the Information-Education and Mass Mobilization commissions.
