HCMC – The HCMC People’s Committee has formed an appraisal council to review a proposed metro line connecting the area in former District 7 and the coastal area of Can Gio, submitted by Vinspeed, a subsidiary of Vingroup.
The council was established under Decision No. 2153 to evaluate the project proposal and investor selection before submission to the city government for approval, according to the city’s official portal.
Nguyen Cong Vinh, director of the HCMC Department of Finance, will chair the council. The department will assess the project’s legal framework, objectives, scale, funding, and the investor’s financial capacity.
The Department of Construction will evaluate the project’s technical feasibility and technology. The Department of Agriculture and Environment will review land use and environmental impacts, particularly on the Can Gio protected forest and biosphere reserve.
The Department of Planning and Architecture will check the project’s alignment with national, regional, and urban planning. The Department of Justice will assess the legal aspects and investor selection process, while local authorities will review land use and site clearance.
Experts will also be invited to provide independent assessments of technology and investment models. The council’s report will be submitted to the Department of Finance, which will advise the city government on whether to approve the project and the investor.
Vinspeed has proposed a 48.5-kilometer metro line built under a build-own-operate (BOO) model. The line would have two stations, dual 1,435-millimeter tracks, and a design speed of 250 kilometers per hour, with an estimated transport capacity of 30,000 to 40,000 passengers per hour in each direction.
The project is estimated to cost around US$4 billion.
