Higher income cap for social housing buyers proposed

HCMC – The Ministry of Construction has proposed raising the maximum income threshold for social housing buyers, allowing single individuals earning up to VND25 million per month to qualify, under a draft Government decree now open for public feedback.

The draft, which amends and supplements some provisions of the Government’s Decree 100/2024 and Decree 261/2025 on social housing development and management, includes revised income eligibility criteria for beneficiaries.

Under the proposal, the maximum average monthly income for unmarried individuals or those certified as single would increase to VND25 million, up 25% from the current VND20 million applied since October 2025.

For married applicants, the combined monthly income cap for both spouses is proposed to rise to VND50 million, an increase of VND10 million compared to the current level.

In cases where a single applicant is raising a minor child, the income ceiling would be set at VND35 million per month, VND5 million higher than the existing threshold.

Income eligibility would be calculated based on the average over the preceding 12 months and must be certified by the applicant’s employer or relevant authority. Provincial-level people’s committees would be allowed to adjust the thresholds based on local conditions, provided they do not exceed the proposed caps.

At a Government meeting on March 4, Prime Minister Pham Minh Chinh instructed the ministry to continue measures to develop the real estate market in a stable and sustainable manner, while controlling construction material prices. He also requested a review of income thresholds for social housing buyers, suggesting a range of VND25-27 million per month, 25-35% higher than the current level.

According to the ministry, 102,633 social housing units were completed nationwide in 2025, exceeding the assigned target by around 2%. By year-end, projects under development totaled about 657,395 units, equivalent to 62% of the target under the national program.

The ministry aims to accelerate the implementation of the plan to build at least one million social housing units in the 2021-2030 period, with a target to complete it two years ahead of schedule. By 2030, total social housing supply is expected to exceed 1.6 million units.
