HCMC – The Hanoi People’s Procuracy has issued an indictment against Le Thanh Than, chairman of Muong Thanh Group, for alleged consumer fraud and lack of responsibility, causing serious losses in the CT6 Kien Hung residential project in Kien Hung Ward, Ha Dong District, Hanoi City.
There are six officials charged with an alleged lack of responsibility causing serious losses in the same case by the Hanoi People’s Procuracy. They include Nguyen Duy Uyen, chairman of Kien Hung Ward People’s Committee; Vuong Dang Quan, former deputy inspector of construction of Ha Dong District; Mai Quang Bai, officer of Ha Dong District’s construction management team.
Le Thanh Than was investigated into business activities of Bemes Production, Import Export Joint Stock Company, a company specializing in manufacturing construction materials, civil works and real estate business, where he acted as general director and legal representative.
In 2008, Ha Tay Province, which is now part of Hanoi City, approved a detailed construction planning for CT6 Kien Hung project in Kien Hung Ward, Ha Dong District.
In the middle of 2010, Bemes requested the authorities to adjust the planning but was not approved. Regardless of the disapproval, Than still guided his staff to execute the project which was later prosecuted for seriously violating the construction planning, according to the prosecution.
The construction of the CT6 Kien Hung project had violated the approved planning such as changes in construction area of basement, height of apartment buildings, building one more residential block without being approved by the competent authorities, leading to at least 520 apartments which were sold to clients, being left unable to be granted ownership certificates.
Than also guided his staff to establish Muong Thanh Real Estate Exchange to make appropriate the selling of the project’s apartments.
Under the procuracy’s decision, Than was concluded to have illicitly earned over VND480 billion after tax deduction.
Earlier, the Hanoi Police Investigation Agency proposed pressing charges against Le Thanh Than but the case file was returned by the prosecutor for further investigation. This is the first time the prosecution has handed the file to the Hanoi People’s Court for trial.
