HCMC – Only Vietnam National Petroleum Group (Petrolimex) and PetroVietnam Oil Corporation (PVOIL) are ready to launch nationwide sales of E10 RON95 gasoline from April 30 after completing all requirements.
The two companies account for about 75% of the domestic fuel market. Other distributors are still seeking approval for blending stations to meet the Government’s rollout schedule, the Vietnam News Agency reported, quoting a seminar held in Hanoi on April 17.
PVOIL has upgraded blending and storage systems at 13 key depots, applying multiple methods to ensure fuel quality meets standards. It has secured ethanol supplies from domestic producers and imports to support production through the end of May.
Binh Son Refining and Petrochemical Company is coordinating to operate the Dung Quat biofuel plant at full capacity in April. The plan aims to strengthen domestic supply and stabilize E10 fuel prices.
According to the Ministry of Industry and Trade, only Petrolimex, PVOIL and Saigon Petro have been licensed to operate E10 blending stations. Nine other companies have invested in such facilities but have not received approval from the Commission for the Standards, Metrology and Quality of Vietnam under the Ministry of Science and Technology due to unmet laboratory requirements.
To address the issue, the ministry has proposed allowing companies to lease laboratory services instead of building their own facilities. It also suggested revising technical regulation QCVN 01:2022 to expand ethanol and oxygen limits during the transition period.
