Personal gasoline motorcycles still allowed to enter downtown Hanoi from July

HCMC – Hanoi City will not immediately ban privately-owned gasoline motorcycles from entering its planned low-emission zone from July 1, 2026.

The Hanoi People’s Committee submitted a proposal to the Hanoi People’s Council on May 7, asking for the issuance of a resolution approving the low-emission zone within Beltway No. 1 project.

Under the proposal, during the first pilot phase from July 1, 2026 to December 31, 2027, Hanoi will encourage people using gasoline-powered motorcycles and scooters to switch to environmentally friendly vehicles when traveling in the low-emission zone.

Authorities encourage people not to use privately-owned fossil fuel vehicles during weekend hours, from 6 p.m. Friday to midnight Friday, and from 6 a.m. to midnight on Saturdays and Sundays.

The ban on vehicles entering the low-emission zone from July 1 will apply only to gasoline-powered motorcycles and scooters used for ride-hailing services through transport apps.

For privately owned motorcycles in general, a ban on vehicles that do not meet Vietnam’s Level 3 emission standards is expected to take effect during the second phase, from January 1, 2028 to December 31, 2029.

The Hanoi People’s Council is expected to review and provide opinions on the draft resolution during a special session scheduled for May 11.
