HCMC – The prime minister has been requested to approve the tentative list of contractors for construction packages of the Eastern North-South Expressway project in the 2021-2025 period.
After the National Assembly approved the project, the Ministry of Transport has submitted the Government a draft resolution on the project, Phap Luat newspaper reported.
Accordingly, the Prime Minister is proposed to give nod to the tentative list before the Ministry of Transport and localities can appoint contractors for consulting, infrastructure relocation, resettlement, site clearance and compensation packages in 2022-2023.
To deal with the shortage of building materials for the project, ministries, agencies and localities will be allowed to apply special policies as those in the 2017-2020. In scaling up the quarrying sites for building materials, they will not be asked to draw up the revised investment plan or report the impacts of the project on the environment, but they must meet the requirements in safety and environment protection.
As for the site clearance, the Ministry of Transport will be assigned to complete determining the boundary of the project before June 30 so that localities can take back land soon later. Localities will be allowed to concurrently complete procedures to shorten the land reclamation and resettlement periods and hand over 70% of the cleared site for construction packages prior to November 20 and the remaining in the second quarter of 2023.
According to the Ministry of Transport, the selection of capable and experienced contractors will decide the progress and quality of the project. Therefore, the ministry will make a preliminary assessment of the capacity and experience of contractors and report the results to the prime minister.
As for the designation of a contractor for the consulting package, Minister of Transport Nguyen Van The affirmed that the ministry had learned from projects to upgrade the Tan Son Nhat and Noi Bai International Airports, so the contractor designation will not affect the project but help shorten the expressway development period and ensure the requirements.
The ministry will work out requirements for contractors and those meeting the requirements will be chosen.
The Ministry of Public Security and the State Audit of Vietnam are coordinating with the Ministry of Transport to launch, hold tenders for and execute the project.
The Government Office has been consulting with Cabinet members over the Ministry of Transport’s draft resolution.
