Special mechanisms sought for second campuses of Bach Mai, Viet Duc hospitals

HCMC – The Ministry of Health has proposed special financial and operational policies for the second campuses of Bach Mai Hospital and Viet Duc University Hospital in Ninh Binh Province, aiming to help the facilities operate stably during 2026-2028 and reduce pressure on central hospitals.

The ministry recently submitted a draft resolution to the Government and the proposal is being reviewed by the Ministry of Justice.

According to the ministry, the main challenge facing the two facilities is no longer construction but staffing, financing, technical operations, and maintenance costs during the early years of operation.

The proposal would allow the Ninh Binh campuses to receive the same professional and technical classification as the main hospitals in Hanoi City. The ministry said this would support operations and health insurance payments.

Under the plan, the two campuses would operate as integrated extensions of the Hanoi hospitals, providing specialized and high-level medical services. The ministry noted the Ninh Binh facilities were built with new equipment and infrastructure, in some cases more modern than the main campuses.

The hospitals would rotate experienced medical staff from Hanoi City to work at the Ninh Binh campuses. Administrative and support units would serve both locations simultaneously.

The proposal also allows the hospitals to sign health insurance contracts with Hanoi’s social insurance agency.

The Ministry of Health proposed that the hospitals be allowed to choose either independent or dependent accounting models between the Hanoi and Ninh Binh campuses.

Medical service prices approved for the Hanoi campuses would also apply to the Ninh Binh facilities.

The draft resolution would also allow the hospitals to share procurement results for drugs and medical equipment and transfer medicines, chemicals, and equipment between campuses.

The ministry proposed about VND1.15 trillion in state budget support for employees and workers at the two campuses from 2026 to 2028.

The funding would cover housing support for staff rotating from Hanoi to Ninh Binh, transportation costs between the two locations, and incentives to attract workers to the new facilities.

Housing support would be capped at VND2.5 million per person per month, while transport support for daily shuttle vehicles between the two campuses would reach VND3.6 million per vehicle per day.

Monthly incentives for workers would range from VND11.6 million to VND15.6 million, depending on qualifications and positions. Doctors would receive the highest level of support.

The ministry estimated total state budget support for these measures at nearly VND993 billion over three years.

Another VND161 billion was proposed for training programs aimed at ensuring the Ninh Binh campuses meet the same professional standards as the Hanoi facilities.

The ministry said training costs are currently largely funded by the hospitals themselves, creating financial pressure as revenues remain unstable while regular operating expenses continue.
