HCMC – Prime Minister Pham Minh Chinh has directed a study for the Lao Cai-Hanoi-Haiphong high-speed railway to prioritize the shortest and most direct route, departing from its traditional alignment, according to local media reports.

The railway, spanning nearly 400 kilometers, will connect nine provinces: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, and Haiphong. The project, with an estimated investment of US$11.6 billion, is expected to commence construction by late 2025 and be completed by 2030.

During a site survey in Lao Cai, Chinh instructed the Ministry of Transport to expedite project documentation and collaborate with ministries, local authorities, and China to ensure smooth progress. The railway will be designed to integrate seamlessly with China’s railway system in terms of speed and track width.

To accelerate implementation, Chinh emphasized the importance of streamlining administrative procedures and adopting flexible contractor selection processes. He also called for adjustments to optimize the route’s length and station locations.

The prime minister urged the development of an ecosystem around the railway, including logistics hubs, urban developments, and commercial centers, to enhance its economic and social benefits. A task force, led by a deputy minister, will oversee the project’s progress.

Provinces along the route are tasked with land clearance, with any arising challenges to be promptly reported to the Government for resolution.
