Vietnam eyes VND22-trillion expy linking northwest mountainous provinces

HCMC – The Ministry of Construction is reviewing a proposal to develop the Hoa Binh–Moc Chau expressway project under the public-private partnership (PPP), with an estimated total investment of over VND22 trillion.

The expressway would stretch nearly 90 kilometers, linking Hoa Binh and Son La provinces in the country’s northwest. The proposed route is expected to enhance regional connectivity, support socio-economic development, and facilitate trade and tourism across the mountainous region, reported the Government news website (baochinhphu.vn).

According to project documents, the expressway would start at the Hoa Lac–Hoa Binh route in the former province of Hoa Binh, which is now part of Phu Tho Province, and end at National Highway 43 in Son La Province. It is designed to meet class-A expressway standards, with a full-scale four-lane road and a design speed of 80 kilometers per hour.

However, due to challenging terrain and funding constraints, the first phase would feature only two lanes with an operating speed of 60 kilometers per hour. The initial stage is expected to cost around VND11.4 trillion, of which roughly VND8.5 trillion would be funded by the Government.

The route will mainly run through mountainous areas with complex terrain, requiring advanced construction techniques. Plans call for two tunnels with a combined length of nearly 1.5 kilometers and dozens of bridges, including a major bridge spanning over 500 meters across the Da River.

Once completed, the Hoa Binh–Moc Chau expressway will serve as a key horizontal corridor connecting to the western section of the North–South Expressway and other regional routes, including those linking Phu Tho, Son La, and Dien Bien provinces.

The project is slated for implementation in phases during the 2025–2030 period, pending approval from relevant authorities.
