HCMC – Vietnam will reduce its provincial-level administrative units by nearly 50% as part of a major restructuring plan aimed at streamlining governance and improving public services, Prime Minister Pham Minh Chinh said today, March 11.
Speaking at a meeting of the Party Committee of the Government, Prime Minister Chinh emphasized that the restructuring would bring local authorities closer to citizens, ensuring faster and more efficient service delivery.
Under the draft proposal, Vietnam’s administrative structure will be reorganized into two levels: provincial and grassroots, with grassroots-level administrative units reduced by more than 70%.
Chinh urged the Ministry of Home Affairs to refine the proposal based on feedback from senior officials before submitting it to the Politburo for approval.
The plan also includes a review of administrative unit names and locations of political-administrative centers, with considerations given to history, geography, infrastructure, economic development, and national security.
The Government has been pushing for administrative reforms to improve governance and boost economic growth, targeting GDP growth of 8% or higher in 2025 and double-digit growth in the coming years.
