Vietnam to complete land clearance for Ninh Thuan nuclear power plants this year: Deputy PM

HCMC – Deputy Prime Minister Bui Thanh Son on August 4 told relevant agencies to complete land clearance for the two Ninh Thuan nuclear power plants by 2025 and accelerate negotiations on cooperation agreements.

According to a statement issued by the Government Office, the directive was made following a meeting where Deputy PM Son reviewed progress on the resettlement and site clearance work for the project.

The Ministry of Industry and Trade has been assigned to work with relevant ministries, agencies, and two major state-run corporations: Vietnam Electricity Group (EVN) and the National Industry and Energy Group (Petrovietnam), to push forward intergovernmental investment agreements.

Negotiations for the Ninh Thuan 1 plant are expected to be completed by August this year, while those for Ninh Thuan 2 should conclude no later than May 2026.

The Ministry of Industry and Trade will also review and propose revisions to Resolution 189, working closely with the Ministry of Justice and the People’s Committee of Khanh Hoa Province to ensure compliance with current regulations.

The Ministry of Science and Technology is tasked with updating safety distance standards between nuclear facilities and residential areas based on international benchmarks, and to amend Circular 13/2009 if necessary. This work must be completed by August 2025.

The Ministry of Finance is responsible for assessing the total funding required for resettlement and proposing central budget support. The report is due by August 10.

Khanh Hoa has been told to expedite compensation and relocation work, ensuring that land clearance is completed in 2025. Authorities must ensure that the new living conditions are at least equal to or better than those previously, and must enhance oversight to prevent waste and misconduct.

The two energy groups involved are expected to finalize their pre-feasibility studies. For Ninh Thuan 1, the deadline is September this year, and June 2026 for Ninh Thuan 2. They are also required to work closely with local authorities to avoid disruption to residents’ livelihoods during the relocation process.
