Small businesses can continue issuing e-invoices

HCMC – Household businesses with annual revenue below VND500 million can continue issuing electronic invoices if need be, the tax authority said.

The clarification was given by Mai Son, deputy head of the Department of Taxation under the Ministry of Finance, at a seminar on April 17.

He said that under the current rules small businesses which have less than VND500 million in annual revenue are not required to issue e-invoices but they can still issue them if their clients require them to do so.

Small businesses that want to use e-invoices can still register and continue as usual, he added.

Recently grassroots tax agencies told businesses with revenue below half a billion dong a year to stop issue invoices or face fines.

Local tax offices are asked to review related documents, notices, and penalty decisions. Measures deemed inappropriate must be withdrawn, canceled, or replaced to protect taxpayers’ rights.

After about three months of promoting electronic tax filing and payment, participation has increased. Of around five million household businesses nationwide, more than three million are operating. About 2.3 million have registered accounts for electronic tax services.

The system has received about 1.5 million tax filings, equivalent to nearly 1.2 million reporting periods, although the first filing cycle has not ended.

The tax authority plans to continue improving support tools, simplifying procedures, and expanding guidance. Feedback channels will remain in place to address issues.

The seminar marked the start of the second phase of a project supporting household businesses in digital transformation. The program will organize workshops and discussions on taxation and digital tools to improve operations and promote transparency.

In its first phase in 2025, the project supported more than 2,500 businesses, reached over 100 million people, and recorded 50,000 interactions, helping participants adopt digital tools and tax declaration practices.
