HCMC – Land clearance for the Duyen Hai wind power plant in Vinh Long Province is now 70% complete, with remaining issues slowing construction.

The investor has completed most legal procedures for the project. Progress has been held back by overlapping administrative boundaries and compensation disputes with some residents, the Vietnam News Agency reported.

The delays have affected work on key facilities, including a 110kV transmission line and a substation.

Nguyen Quynh Thien, vice chairman of the Vinh Long People’s Committee, has directed local agencies to address obstacles and speed up site handover.

The project is located Dong Hai, Long Thanh, and Ngu Lac communes in Tra Vinh Province. It has an investment of VND2.1 trillion and a designed capacity of 48MW, with eight turbines of 6MW each. Commercial operation is expected in the fourth quarter.

Vinh Long, with a 130-kilometer coastline, has 14 wind power projects with a combined capacity of 960MW. The province also hosts a 25MW biomass plant and a green hydrogen project with annual output of 24,000 tons of hydrogen, 182,500 tons of ammonia and 195,000 tons of oxygen.
