HCMC – HCMC has required vehicle inspection centers to prepare equipment and set up dedicated areas to conduct motorcycle emissions testing after new national standards are issued.
The city’s Department of Construction instructed all motor vehicle inspection centers to implement Circular 92/2025 issued by the Ministry of Agriculture and Environment, which regulates motorcycle emissions standards.
The circular sets out four emissions levels for motorcycles and will take effect from June 30.
To prepare for upcoming inspections, the department required inspection centers to urgently review their existing facilities, reorganize operating space, and arrange suitable areas for motorcycle emissions measurement and certification.
Inspection centers were also told to work with equipment suppliers to inspect, review, and calibrate emissions testing machines and tools to ensure they meet national technical standards.
According to the Department of Construction, motorcycle emissions testing devices must be integrated with inspection management software and installed in separate areas dedicated solely to this activity.
The department encouraged inspection centers to develop investment plans to purchase additional vehicles and equipment to support motorcycle emissions testing outside inspection facilities.
When selecting testing equipment, inspection centers were instructed to consult Vietnam Register to ensure compatibility with emissions testing software and technical specifications in line with current regulations.
Inspection centers must report implementation results to the HCMC Department of Construction by February 26 and promptly report any difficulties or obstacles for coordination and resolution.
